MSIS Press provides immediate online access to published article pages and their designated full-text PDFs. Readers do not need a subscription to view or download content.

Any publication charge is set at journal level and communicated to the corresponding author before payment. There is no charge merely for submitting a manuscript, and payment does not determine editorial acceptance. Editorial assessment is completed independently of payment processing.

The copyright and reuse terms applicable to an article are stated in the article record, PDF or author agreement. Readers must cite the version of record and comply with those terms when reusing content.
